In Photoshop elements, how do I select a part of a picture and put it on a different layer from the rest of the picture, so that I can layer it over or under other elements of my work?
Using the marquis tool (square or circle) or the lassoo tool (to cut around an irregular image) draw over the image you would like to select and then hit 'crtl c' to copy the selection and 'crtl v' to paste it. Now if you look in the layer pallette there should be a new image.
